The allowance in the guidelines is determined by metered water usage of similar facilities by comparison with a standard residential dwelling. As meters are read only 3-4 times annually, the comparison is for annual water demand for which water storage
dams are the only headworks infrastructure applicable. Most water headworks infrastructure is designed for the peak day (pumping stations, treatment plants, reservoirs) or peak instantaneous (pipelines) demand. I therefore often prefer to assess the impact
on Council's headworks infrastructure on a case by case basis. For example, if the gym only needs a 25mm water connection (minimum for fire hose reels) then I might consider the impact to be only 1.6x a standard residential ET, for which there is already at
least one ET credit.
