Peter Pennycuick attended the meeting and provided a presentation on the application of the Water Industry Competition Act to Nightcap Village. He advised that Nightcap Village is a proposed 1,000 person development removed from the main centres of the Tweed Shire and adjacent to Nightcap National Park. The development application raised a number of complications for Tweed Shire Council regarding the delivery and ongoing maintenance of the water and sewerage services. Development consent was granted in February 2009. A copy of Peter’s presentation is provided for information purposes.

Tony Stanley attended the meeting to explain the review that was recently undertaken by the NSW Office of Fair Trading into the plumbing regulatory framework in NSW. The key recommendations of the review include: the establishment of a single plumbing regulator with jurisdiction over all plumbing regulation in NSW and the adoption of the Plumbing Code of Australia (PCA) in NSW. David attended the meeting to explain the new reporting requirements for water utilities under the Australian Government’s Water Regulations 2008. He acknowledged that a large amount of data already provided by the bigger utilities to the NWC’s National Performance Report will be the same. In NSW approximately 30 councils will be required to provide data to the BoM. At this stage the data can be provided in whatever format it is available. An across the board format known as the Water Data Transfer Format is being developed for future data collection. A copy of David’s presentation has been requested for distribution to member councils.

Paul Heinrichs provided an update on the on the new risk management approach being adopted by the Dam Safety Committee. He noted that the new approach is a move away from the previously deterministic approach and that safety requirements are now based on the population at risk from a dam failure. Representatives of savewater! Alliance visited the building with their new mobile water education caravan. We were able to view this new education vehicle that can be booked and modified for each member council to use as a tool to inform their residents about how to save water.

John advised that the aims of the Water and Sewer Strategic Alliance are for the two ROCs to work as a group; to provide a forum to discuss the status of common issues, concerns and requirements for the 16 councils in the two ROCs and to reduce duplication by undertaking common projects.
